Community Development Block Grant Information

CDBG entitlement funding is an ongoing opportunity which enables the City of Utica to provide support to a wide range of community programs.  Under CDBG, eligible community groups can apply to the City for grants which address housing, economic development and human service needs of low and moderate income residents.  The Department of Urban and Economic Development has an annual request for proposal process.  

CDBG funds may be used for activities which include, but are not limited to:

 

  • acquisition of real property
  • relocation and demolition  
  • rehabilitation of residential and non-residential structures
  • construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes
  • public services, within certain limits
  • activities relating to energy conservation and renewable energy resources
  • provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities

The Department's mission is to provide city residents with safe, decent and affordable housing, healthy and safe neighborhoods with recreational opportunities and employment opportunities.  

The Annual Action Plan is an annual document the City must submit to the U.S. Department of Housing and Urban Development for approval prior to receiving any CDBG funds.  Within the document, the City must outline specific projects it intends to carry out as well as strategies for housing opportunities and economic development.
