Planning Board The City of Utica Planning Board is directly responsible for ensuring that growth and development within the City is accommodated in a manner that protects the health, safety and general welfare of the public. In their review of development projects, the Planning Board must take into consideration numerous critical issues, such as economic development, environmental protection, transportation, aesthetics, property rights and community design. The Planning Board has a number of duties and responsibilities which include:
Members The Board is comprised of five (5) members that are citizens of the City of Utica. Planning Board members are appointed by the Mayor and serve no more than two consecutive five-year terms. The current list of Planning Board members include: Mr. Joseph Burke, Chair
Applications Planning Board review is generally initiated through submission of the appropriate application. Applicants, including property owners, architects/contractors and other interested parties, may access the necessary Planning Board application below. Please note that the Standard Application can be used for Commercial Site Plan Review, Residential Site plan Review, Floodplain Development and Subdivision Review.
Special Use Permit Application
Meetings The City of Utica Planning Board meets regularly on a monthly basis. Generally, meetings are held at 4:30 PM on the 3rd Thursday of every month in the Common Council Chambers of City Hall. All meetings of the Planning Board are open to the public.
In the event that the Board reviews an application for a Special Use Permit, meetings are subject to additional public notice requirements and property owners within a 200 foot radius of any subject property will be notified by mail of an owner's intent.
Due to public notice requirements and the need for review of applications by other State and local agencies, there is a pre-filing deadline for all agendas. The schedule of meeting dates and the deadline for filing applications for the remainder of the 2021 calendar year is as follows:

State Environmental Quality Review Act (SEQRA) All applications that are subject to SEQRA must be submitted along with an Environmental Assessment Form (EAF) Part I and Part II that is completed by the applicant or their agent. The EAF forms can be found at the NYS DEC website.
