        The office of the City Clerk serves as a direct link between the residents of the City and their local government. The City Clerk is responsible for the issuance of many licenses and permits including but not limited too Marriage Licenses, Dog Licenses, Peddler Permits, Special Event Permits, Freedom of Information Law (FOIL) Requests. In addition, the City Clerk serves as the Records Access Officer and the Clerk to the Utica Common Council, which is the legislative branch of city government.
