East Utica Paving Operations

This paving project is part of our continued investment in the city’s infrastructure and street safety.

The City of Utica Engineering Department will begin paving operations in East Utica on Monday, August 18, 2025, as part of its ongoing infrastructure improvement efforts.

In preparation, city crews will be installing temporary “No Parking” signs along affected streets beginning on Sunday, August 17, 2025. Residents and visitors are strongly advised to observe and comply with all posted signage to avoid towing.

Streets Scheduled for Paving:

  • Bacon Street – from South Street to Rutger Street
  • Blandina Street – from Jefferson Avenue to Tilden Avenue
  • Girard Street – from Tilden Avenue to Culver Avenue
  • Jefferson Avenue – from Bleecker Street to Broad Street
  • Kathleen Street – from South Street to Rutger Street

Project Phases:

  1. Milling – The top layer of asphalt will be removed, resulting in temporarily uneven road surfaces.
  2. Binder Installation – A foundational binder layer will be laid to support the final top coat.
  3. Structure Adjustments – Crews will make necessary upgrades to curbs, catch basins, sewers, corner ramps, and select sidewalks. Drivers and pedestrians should use caution and heed cones and barrels.
  4. Final Paving and Restoration – The top coat will be applied, followed by lawn restoration.
