In accordance with the requirements contained in Section 2-29-294 of the Zoning Ordinance of the City of Utica, the applicant is seeking approval of a Certificate of Appropriateness in order to construct a four-story apartment building at the referenced properties.
The three (3) existing unused properties will be consolidated and developed into an affordable housing (live/work) apartment development. The proposed project is a four story, +/- 40,000 GSF, 41 unit (35 - 1BR, 6 - 2BR) NYSHCR-funded new building. The existing curb cut along Park Avenue is planned to be retained (if possible) and reused, entering and exiting on the east side with the south (front) facade of the 4-story building along Park Avenue. Approximately 45 parking spaces will be created. The ground floor level will include the building entry lobby/gallery and community use spaces, as well as ground floor apartments.
Building identity signage will be anticipated, on the Park Ave (south) entry side, as well as the parking lot (north) side. Future public mural may be added to the western stair tower wall.
This project conveys an "urban" building form suitable for a Main thoroughfare, with masonry and storefront on the ground floor, and entablature cornice separating ground floor from more private/residential upper floors. Specific thought was given to facade treatments on the eastern side of the facade to create an open, welcoming, artist's plaza which can connect to the City's new plan for pedestrian pathways to a re-envisioned multi-purpose parking area behind the public parking lot adjacent to the Stanley Theatre. Signage is minimal; to include building identity and wayfinding.
Matthew Meier, AIA and Robert Heins, Architect, presented the application to the Commission.
The Commission expressed their support of the project and the similarities to the proposal at the previous location.
During the October 2021 meeting of the Scenic and Historic Preservation Commission, the members voted to approve the application with the condition that the applicant return with a plan for the final colors of the exterior, proposed signage and mural design.
The applicant has submitted drawings to include the final colors chosen for the project. It will be a combination of brick and other exterior materials.

In accordance with the requirements contained in Section 2-29-294 of the Zoning Ordinance of the City of Utica, the applicant is seeking approval of a Certificate of Appropriateness in order to make exterior changes at the above referenced property.
The applicant is proposing to add double glass commercial doors on the Sunset Ave side of the building. The applicant will replace the existing front door with a commercial glass door.
The applicant is also proposing to install new signage on the face of the building which will be presented at a later date.

In accordance with the requirements contained in Section 2-29-294 of the Zoning Ordinance of the City of Utica, the applicant is seeking approval of a Certificate of Appropriateness in order to make exterior improvements at the above referenced property.
The applicant has stated that the existing railing on the second floor porch detached from the building which revealed that the previous extension of the balcony rotted the support structure below it. He is proposing to repair the porch area to replicate the dormers on the structure. He has stated that he is willing to install windows to the area of the porch to achieve this goal.

In accordance with the requirements contained in Section 2-29-294 of the Zoning Ordinance of the City of Utica, the applicant is seeking approval of a Certificate of Appropriateness in order to install signage at the above referenced property.
The applicant is proposing to replace the existing Commercial Travelers Insurance signs. The proposed sign will read “Barton & Loguidice”. The new sign will consist of applied letters and be lit with gooseneck style down lights. The word “Barton” will be stated on “& Loguidice” in a san-serif font and will be ¼” flat cut aluminum dimensional letter set – painted to match the blue and grey of their logo.
