2. Call the Meeting to order.

3. Review and approve Civil Service Commission Meeting Minutes from April 20, 2022 as written or as corrected.

4. Oral and written communications received:

A. Resolution has been received from the Board of Estimate and Apportionment noting that the Table of Organization for 2021-2022 has been amended as follows:

Department of Infrastructure (A57130 – Wages)

UNFUND: Mason at $30.78 per hour
ADD: Carpenter at $24.58 per hour

EFFECTIVE: May 2, 2022

EXPLANATION: The position was adjusted from Mason to Carpenter to fulfill the needs for various City Departments.


B. Resolution has been received from the Board of Estimate and Apportionment noting that the Table of Organization for 2021-2022 has been amended as follows:

Department of DPW Administration (A1490 – Salaries)

UNFUND: Receptionist at $37,939
ADD: Office Manager starting at $43,793, 6 months at $43,751, 1 year $49,013.

EFFECTIVE: March 21, 2022
EXPLANATION: The position was offered to the applicant as Office Manager at the time of hire after a review of applicant’s qualifications.


5. Fees Collected:

A. A total of $375.00 has been forwarded to Comptroller William Morehouse for the following examinations:

Fire Captain #72-677; and
Fire Lieutenant #72-724.


6. Adoption or amendment of job specifications:

A. None.


7. Approval of New Positions:

A. The Department of Engineering has requested one (1) additional Carpenter position for the Infrastructure Department. The title Carpenter is currently classified as non-competitive.

All of the required paperwork has been received.

If acceptable, make a motion to approve the request for one (1) additional Carpenter position at the Department of Engineering (Infrastructure).

B. The Department of Engineering has requested one (1) Project Manager position.
This would be considered a temporary position managing the many projects funded by ARPA.

All of the required paperwork has been received.

If acceptable, make a motion to approve the request for one (1) Project Manager position for the Department of Engineering.


8. Appointments to Labor Class Positions:

In accordance with Rule V of the City of Utica Rules for the Classified Civil Service, which states “a position in the labor class may be filled by the appointment of any person selected by the appointing officer of the agency where a vacancy exists” the following individuals have been appointed to Labor Class positions:

A. Municipal Housing Authority:
Randy Crouse was appointed as a Maintenance Laborer at $37,534 effective April 25, 2022.

B. Utica City School District:
Kevin J. Alexander was appointed as a School Monitor at $16.73 per hour effective February 14, 2022;

Erica Ventura was appointed as a School Monitor at $16.73 per hour effective February 16, 2022.

Christopher Boykin, Mavin Hayes, and Nicholas Machitto were appointed as School Monitors at $16.73 per hour effective February 28, 2022.

Eduardo Montanez was appointed as a School Monitor at $16.73 per hour effective March 9, 2022.

Michael E. Pacheco was appointed as a School Monitor at $16.73 per hour effective March 15, 2022.

Gary D. Munn was appointed as a School Monitor at $16.73 per hour effective March 18, 2022.

Wallace R. Turner was appointed as a School Monitor at $16.73 per hour effective March 22, 2022.

Mary Braswell and Lisandra Mateo-Rodriguez were appointed as a Food Service Workers at $14.51 per hour effective March 28, 2022.

Anthony Wnuk-Frank was appointed as a School Monitor at $16.73 per hour effective March 28, 2022.

Kimberly M. Hajjar was appointed as a School Monitor at $16.73 per hour effective April 4, 2022.

Martha J. Carry was appointed as a Food Service Worker at $14.51 per hour effective April 6, 2022.

Brandon S. Teuscher was appointed as a School Monitor at $16.73 per hour effective April 20, 2022.

Dina Desiato-Angotti, Shirell Gamble, Lillian Montenez and Rusmira Tricic were appointed as School Monitors at $14.23 per hour effective April 25, 2022.

Antoinette Quinones, Rayvonne Reyes and Wilkauri Rosario were appointed as Food Service Workers at $14.51 per hour effective April 25, 2022.

Michael L. Lacy and Norris Lacy were appointed as Cleaners at $15.21 per hour effective May 2, 2022.

9. Appointments to Non-Competitive Positions:
In accordance with Rule IV of the City of Utica Rules for the Classified Civil Service, which states “a position in the non-competitive class may be filled by the appointment of a person who meets the minimum qualifications”:

A. Department of Engineering:
Senhad Bajramovic was appointed as a Carpenter for the Department of Engineering (Infrastructure) at $24.58 per hour effective May 16, 2022.

B. Department of Public Works (Re-Bid):
David Pastorelli was removed from the 7am to 3pm shift as a Mechanic and added
as a Heavy Equipment Operator during the 7am to 3pm shift at $23.20 per hour
effective April 4, 2022.
This bid was rejected by Commissioner of DPW David Short and rescinded.

C. Utica City School District:
Baylea J. Tuttle was appointed as a Registered Nurse at $37,873 effective March 23, 2022.

Michael A. Yacco was appointed as a Cleaner at $15.21 per hour effective March 28, 2022.

Enisa Topic was appointed as a Registered Nurse at $35,006 effective April 20, 2022.


10. Appointments to Provisional and Temporary (Competitive) Positions:

Paperwork has been received appointing the following individuals to a provisional or
temporary position:
Applications of candidates for positions in the classified service must be submitted to the Commission on the form and in the manner prescribed by the Commission.
The burden of establishing qualifications to the satisfaction of the Commission shall be upon the applicant.

A. Paperwork has been received from the Department of Public Safety, Bureau of Police noting the temporary appointment of Stephanie Heiland as a Public Safety Relations and Recruitment Specialist at an annual salary of $60,000 effective April 25, 2022. This is a temporary positions funded during the life of the ARPA grant.

B. Paperwork has been received from the Department of Public Safety, Bureau of Police noting the provisional appointment of Jamarious Morgan as a An Animal Control/Parking Enforcement Officer at an annual salary of $37,939 effective May 4, 2022. The examination for this title was ordered on April 16, 2021.

C. Paperwork has been received from the Utica City School District noting the provisional appointment of Nikki M. Bolinski as a Typist, ten (10) months at an annual salary of $27,630 effective March 23, 2022. The examination for this title is decentralized and will be announced soon.

Make a motion to establish the Eligible List for Deputy Fire Chief #72-556 effective May 18, 2022 through May 18, 2026.

19. Review current Eligible List Master Schedule:

A. Police Chief Mark Williams has submitted paperwork requesting that Dolgeville Police Officer Ryan A. Chow be laterally transferred to the City of Utica, Department of Public Safety, Bureau of Police as Police Officers.

. In accordance with Rule XVII of the Civil Service Rules for the Classified Service, which states “Upon The written request of an individual and the prospective appointing authority, and subject to the approval of the Commission, any individual serving in a competitive class position as a permanent appointee may be permanently appointed to another competitive class position subject to these rules without further competitive examination, provided:

(a) There is no preferred list appropriate for filling the position to which appointment is sought containing the name of an eligible willing to accept appointment; and

(b) There is no departmental promotion list for the position to which appointment is sought containing the names of three or more eligibles willing to accept appointment; and

(c) The commission determines that the examination's scopes and qualifications for the positions held and to which appointment is sought are identical; or

(d) When examination's scopes and qualifications are not identical, the New York State Department of Civil Service has determined that the examination for the position held involved or would involve essential tests and qualifications the same as or greater than those of the position to which appointment is sought; and

(e) The Commission had determined that such appointment is for the good of the service.”



NOTE: Ryan A. Chow has completed the MPTC Course in accordance with General Municipal Law; has served his respective department on a full-time permanent basis for more than fifty-two (52) weeks; and the minimum qualifications for examination are identical to the City of Utica’s.
Ryan Chow has also completed a psychological evaluation and is scheduled for a
complete medical examination this Thursday, May 19, 2022.
