Heather Mowat as the City of Utica’s Budget Director

Utica Mayor Robert Palmieri is pleased to announce his appointment of Heather Mowat as the City of Utica’s Budget Director after a thorough search was conducted to fill the position.

Heather earned her Bachelors of Science in Accounting from Utica College and her Masters in Accounting from the University of Albany, SUNY.

Heather began her career as the Comptroller for the Town of New Hartford. She previously served as the Budget Director for the City of Utica and Town of New Hartford, as well as, a Principal Analyst for the New York State Finance Committee.

In addition to Heather’s impressive service in local and state government, she has over 20 years of experience working in the private sector of the accounting industry as an Audit Manager.

Heather is an active member in several state accounting organizations, including the New York State Society of Certified Public Accountants and the New York State Government Finance Officers Association.

Mayor Palmieri stated, “It is great to announce Heather Mowat will be joining our team and we welcome her back to City Hall. Heather’s knowledge, experience and skill set make her exceptionally qualified for this position. Heather will be a tremendous asset as we continue to strengthen Utica’s financial position.”

Heather’s official start date with the City will be January 24th.
