CDBG entitlement funding is an ongoing opportunity which enables the City of Utica to provide support to a wide range of community programs. Under CDBG, eligible community groups can apply to the City for grants which address housing, economic development and human service needs of low and moderate income residents. The Department of Urban and Economic Development has an annual request for proposal process which takes place in December.

The Department's mission is to provide city residents with safe, decent and affordable housing, healthy and safe neighborhoods with recreational opportunities and employment opportunities.
The Consolidated Plan is an annual document the City must submit to the U.S. Department of Housing and Urban Development for approval prior to receiving any CDBG funds. Within the document, the City must outline specific projects it intends to carry out as well as strategies for housing opportunities and economic development.
