In accordance with the requirements contained in Section 2-29-294 of the Zoning Ordinance of the City of Utica, the applicant is seeking approval of a Certificate of Appropriateness in order to make exterior improvements at the above referenced property. 

 

The applicant is proposing to remove and replace the upper and lower porches on the left side of the home along with the upper and lower porch at the front entrance of the property.  The new porches will be framed with pressure treated lumber.  The floors of the upper porches will have vinyl tongue and groove flooring.  The lower porch floors will be composite trex decking (grey).  The railing for all of the porches are proposed to be white vinyl systems with square spindles.  The ceilings and soffits will be white.

The applicant is proposing to remove the two porches on the front of the home.  The first floor porch will be replaced with a porch of the same size and design similar to the existing.  The floor an stairs will be grey trex decking; the roof will have architectural shingles; the railing system will be either wood similar to the existing or white vinyl railings with square spindles; the porch ceilings and soffits will be white. 

 

The second floor porch will not be replaced.  The existing door will be replaced with a window and siding will cover the remainder of the area which was open.

In accordance with the requirements contained in Section 2-29-294 of the Zoning Ordinance of the City of Utica, the applicant is seeking approval of a Certificate of Appropriateness in order to paint a mural on the building at the above referenced property.

 

The applicant is proposing to paint a mural titled “Seasons” on the northern elevation of the utility building adjacent to the chairlift.  After preparing wall, a line drawing will be transferred to the surface.  The drawing will be secured with water base acrylic/latex. The design will be executed by massing in the individual color shapes with large brushes. Smaller brushes will be used to “clean up” edges and finalize details. The design will be coordinated with a color key/map matching colors with each individual shape.

 

The design was conceived to create a dynamic image reflecting a positive connection to our four seasons and the environment, encouraging physical movement through space merging the ideas of the aesthetic beauty of nature with recreation, physical and mental health. The colors are a progression of analogous color theory parallel to symbolic colors of the seasons with subtle transitions and overlaps representing the blending of one season to the next.  Materials: latex primer (masonry conditioner), Golden Paintworks mural paints/ isolation coat/varnish.

In accordance with the requirements contained in Section 2-29-294 of the Zoning Ordinance of the City of Utica, the applicant is seeking approval of a Certificate of Appropriateness in order to make exterior improvements at the above referenced property.

 

All existing windows will be removed and replaced with windows that are similar to those seen in historic photographs of the building. The glass block will be removed and replaced with new windows. The in filled openings on the south west end of the building will be reopened and new windows will be installed. All new windows will have black exteriors. A new storefront will be added in the existing loading dock to act as the Residential tenant entry and a new concrete stair will be constructed. A covered entry will be installed on the south side of the building for a commercial tenant with a canopy and new concrete stair as well. New brick fencing similar to the existing fencing on the Genesee street side will be added to the Burchard Lane side of the parking lots. The large illuminated "Commercial Travels Insurance" sign will be removed from the building and replaced with a smaller sign lit from above with goose neck lights. The existing brick, stone, and stucco will be cleaned.

 

The new windows will match the windows seen in historic photographs of the building. The new entry doors will all be painted to match around the building. The new loading dock entry will mimic the pattern of the existing overhead door. The new fencing will mimic the existing fencing along the Genesee Street adding continuity to the site surrounding the building. The new signage on the building will be more contemporary to the original time of construction than the large illuminate signage that exists presently. 

 

The project has been approved by SHPO and had been sent to NPS for final approval.  This project will also require Site Plan review and approval from the City of Utica’s Planning Board.

In accordance with the requirements contained in Section 2-29-294 of the Zoning Ordinance of the City of Utica, the applicant is seeking approval of a Certificate of Appropriateness in order to install signage at the above referenced property.

 

The applicant is proposing to install a double sided LED message center for GPO Federal Credit Union.  Header portion of the sign will be fabricated from aluminum with a white polycarbonate face, internal LED’s and translucent graphics with the logo.  The bottom portion of the sign will house LED message boards attached to a steel frame covered with an aluminum skin.  The bottom tan cladding will be fabricated from aluminum substrate.
