In accordance with the requirements contained in Section 2-29-294 of the Zoning Ordinance of the City of Utica, the applicant is seeking approval of a Certificate of Appropriateness in order to install signage at the above referenced property.

 

The applicant is proposing to erect banners for off premise advertising on the side of the building.  The four banners will stretch from the top to the bottom of the building.  The banners will be 20’ x 40’ on both sides of the building.  There will be four banners installed.  The advertisements will be on an annual basis. 

 

The applicant received a use variance and area variance for the proposed signage from the City of Utica’s Zoning Board of Appeals.

In accordance with the requirements contained in Section 2-29-294 of the Zoning Ordinance of the City of Utica, the applicant is seeking approval of a Certificate of Appropriateness in order to install signage at the above referenced property.

 

The applicant is proposing to install a 4’ x 3’ wood sign.  The face of the sign will be white with a black and red lettering.  The sign will read “Complete Consulting Services – Public Adjusters for the Insured – Darin Checchi – Kevin Murphy.”

In accordance with the requirements contained in Section 2-29-294 of the Zoning Ordinance of the City of Utica, the applicant is seeking approval of a Certificate of Appropriateness in order to make exterior improvements at the above referenced property.

 

Masonry:

 

At the north and east elevations, the existing Thoroseal coating will be removed in its entirety.  Significant masonry restoration work behind will likely be necessary.  Existing corroded and damaged steel will be removed and replaced as required.  The concrete columns and beams will be repaired in kind as required and then both elevations will be repointed in full.  Deteriorated mortar joints will be raked out and repointed with new mortar to match existing in composition, color, texture, and tooling in accordance with Preservation Brief #2.  Cracked, broken, damaged, deteriorated, and/or spalled bricks will be replaced to match the existing adjacent bricks in all qualities including color, dimensions, strength, and reflectivity.

 

At the west and south elevations, all of the existing glazed brick cladding and stone accents will be removed in full.  Any brick or stone units which are sound and in good condition will be salvaged for re-use.  Existing corroded and rusted steel lintel and reinforcing members will be removed and replaced as required.  The masonry backup and concrete structure will be repaired in kind as required.  The historic cladding will then be replicated on these two elevations in new brick and limestone to match the historic appearance.  The new brick will match the historic brick in color, size and reflectivity and the new mortar will match the historic mortar in color, tooling and dimension.  All historic details currently present in the elevations will be replicated in the new brick; limestone details and accents will also be replicated to match, either in new or salvaged limestone.

 

The existing parapet will be deconstructed and rebuilt in the same location, out of common red brick on the north and east elevations and out of new replicated brick to match on the west and south elevations.  The new parapet will match the existing parapet but will have the necessary lateral reinforcement, control joints, and expansion joints.

 

Windows:

 

All of the existing non-historic sliding aluminum windows will be removed at each face of the building.  On the north and east elevations, where the openings are non-historic and date to the 1980’s conversion of the building, the units will be replaced with new sliding vinyl windows that match the existing.  On the west and south elevations, the existing windows and pink infill panels above will be removed.  The west and south elevations of the building (and the matching bay at the NW corner) will be returned to their historic appearance with new, Marvin – one-over-one, aluminum-clad, wood windows installed in each opening; window details attached.  The windows will have a double-hung look but the upper sash will be fixed in place for purposes of safety and only the bottom sash will be operable.  Each of the windows will have a historically appropriate brickmold so that they sit back in the frame, and will have a simulated putty bevel at the exterior.  The exterior window color will be a medium grey.  On the south elevation of the building, towards the rear, a stair was installed in the 1980’s at the third southernmost bay.  As a result, it is not possible to put functional windows in this bay so a window assemble which matches the other new windows will be installed but will be fixed and built with spandrel glass for the purposes of safety.  The spandrel glass will be dark grey.
