Facade Program

Mayor David R. Roefaro announces The City of Utica's Facade Improvement Program.  The program is a definable matching grant fund for retail businesses within the Community Development Block Grant (CDBG) target area and the Scenic and Historic District as the targeted area.  Any business owner in the CDBG Target Area may apply for the Facade Program if they require a handicap ramp pursuant to the Americans with Disabilities Act (ADA).

Target Area: Within the CDBG targeted area there is a 1:1 match, City's cap is $5,000.  In the identified Scenic and Historic targeted area there is a 2:1 match, City's cap is $10,000.  (See attached map for targeted areas)

Facade Improvements Include:  

  • Awnings
  • Signage
  • Lighting
  • Painting/Pressure Wash
  • Handicap ramps

City dollars shall be expended subsequent to project completion and expenditure of private dollars.  For additional information or an application, please contact the Department of Urban & Economic Development at 315-792-0181.

 Program Parameters: (including but not limited to):

  • Must be in the CDBG target area (see attached map)
  • Building must house a retail business
  • Applicant must be current on all taxes
  • Applicant must not be in violation of City Code
  • Applicant must get at least (2) two quotes from vendors on each scope of work
  • Building applicant must enter into a contract with the City of Utica
  • Any and all improvements to be done must be in compliance with City Code and receive approval from the Scenic and Historic commission prior to commencement of the work.  (It is incumbent upon the applicant to comply.)
  • No vacant structures
