Community Development Programs
The Department of Urban and Economic Development administers the federal entitlement Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG) and HOME Investment Partnership Grant for the City of Utica. A wide variety of projects are funded by this department with the assistance of CDBG dollars.
The CDBG Program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities for low and moderate income individuals and families. The ESG Program assists homeless persons with basic shelter and essential supportive services. It can assist with the operational costs of the shelter facility, and for the administration of the grant. ESG also provides short-term homeless prevention assistance to persons at imminent risk of losing their own housing due to eviction, foreclosure, or utility shutoffs. The HOME Program helps to expand the supply of decent, affordable housing for low and very low-income families by providing grants to States and local governments referred to as participating jurisdictions or "PJs."
